Cash without always not available

Postbank SA is not attending to our queries we have been struggling to get money banked from foster grant. They always have no money when we get there in all their branches. It seems like the bank is no longer functioning. Foster kids are struggling with school needs because they are not getting assisted its been months now. Kindly assist us.
