Popeyes delivering incomplete orders deliberately.

I have been ordering the 3strips and fries and 1 dip LUNCHTIME DRIVE special on uber eats and MrD. I ordered this 3 times, in all occasions the fries were not added. on 2 occasions I had to sit and waste my lunch time waiting for the driver to take back the orders and bring back the correct order, in 1 occasion the driver came back and told me the person at the store advised him that 3strips deals don't come with fries so even if I order them next time I wont get the fries, yesterday I ordered the deal again and again the fries were not added after I left a note on the order to remind the store that they must include the fries, I also texted the driver to ask him to check for fries because they always leave them out, when the driver got here I asked if they added the fries and he said he thinks so, when I got to my desk I found that the fries were not added so I was cheated! this is unacceptable!
