No service delivery after full payment

I am dissappointed with pool mechanic, i called for a quatation to clean my swimming pool, they gave me a quatation and i paid half as per arrangement nd they came to shock the pool and promised to be back the following day, well they came but promised to come again since the water was still greenish and i then recieved an email to pay the balance so they can finish up with the cleaning ( i paid the total of R1150)of which it never happened. I hv sent email but nothing. I called last week monday and spoke louise if i am not mistaken to ask what was happening and she promised Nico was gonna come that day and take measurements for a safety net. I even explained to her i cant put any chemicals since they are not finished. She apologized and gave me her word they were gonna come but up to now nothing. I sent an email no response no nothing
