Possible reduced quality of attachment ties

I recently purchased a second pool cover from this company. The first worked well and wore out with time. Half the attachment ties on the new cover tore completely due to wind. The owner of Pool Guard (possibly new) refused to accept responsibility claiming that the pool level must have been too low thus causing the weight of the water on the cover to tear the ties. The pool level was definitely not too low.
