bad service

He build in pool in Feb 2016, paid Keith in full. Since Feb i'm struggling to get back my house plans with the pool on. I've send him messages and phones him every week but with no luck. His excuse is he need to collect or he dont have money after I paid him in full. I'm currently busy with lawyers to get back my plans. Bad services.
