no service :-(

I have been trying to get hold of anyone in polokwane municipality to query there new online billing system but to no avail, they do not answer the 3 available phone numbers, they do not reply on mail and there complains site has a SharePoint error that will not allow complaints to be logged. what a joke of a municipality!!
