Billing/ Disconnection/ Metre Readings

I disconnected my Water Account at the Flat that im staying at this month and settled my account for the balance that i was owing for R120 and i paid it in advance by paying R200.<br> To my suprise when the statement of disconnection of account comes back it says i owe the Municipality R469.00 on top of the Deposit that was supposed to be refunded to me.<br> When going to the Office to Query this im being told that there are Pernalties that have been charged and that there are certain months that i wasnt billed for water.<br> Ive been paying my Water bill every month if you can check on your records there and in advance.<br> <br> CAN SOMEONE HAVE A LOOK AT THIS AND RESOLVE THIS A.S.A.P
