Police watches not worth the money

Beginning of September I took my police watch in to American Swiss to have a new glass fitted. I was told it would take about 6-8 weeks. Mid Oct I followed up only to be told I will get a qoute following week. I went back on the 6th of November to find my watch still broken and minus all its dials and parts with a message that Police repair it. What is so difficult in replacing glass. Why buy such and expensive watch when it cannot even be repaired.
