Refund for undelivered merchandise

Hi the above mentioned company is based in Johannesburg not sure where exactly I bought or should I say paid for clothes worth R1700 in November 2019 till today I haven't received my clothes been asking the owner for a refund since 2020 but he is giving me the run around his name is Jay Jay Lekganyane cell no *** please help me I want my money he has my banking details but he keeps postponing and sadly I have to check on him instead of him updating me
