PSN unfairness

PSN blocked my ISP's IP address and npe I can't go online with my gaming. The ISP says they have no idea why they are blocked and can only offer me a static IP for an additional monthly amount. Why are loyal PS members being forced to pay more?? I find this unacceptable and can't find any place on Sony's site to log a complaint.
