SASSA Pensioner gets NO DISCOUNT

Good day, my son has a mind mental disability. As a result he sits at home and does nothing. He is over 6 foot, the Doctor has said he MUST start doing upper body exercises and build muscle. He has shown enthusiasm to go to gym. I am a single mom and he get a government pensioners grant of 1400 per month. The women on the phone said, you have to be over 60 to qualify for discount. Firstly, why are disabled people not accommodated. This is OUTRAGEOUS. I would like to join with him, I will have to pay the premium of 650 per month, can he be accommodated in HE'S CAPACITY AS A PENSIONER. Thank you
