Refund still outstanding after 3 months

I cancelled my contract with PF in January 2017 with a large payment. They still went and deduct money from my account. When I phoned them in September they promised me they will pay me back. I am still waiting. The general answer is that the finance department is still busy with that. I asked to speak to managers but they just put me on hold. Please help me sort this out!
