Hair on Poppers

My dauhter wanted Poppers and I a, Hazelnut coffee. We we sitting at the store. As my dauhter picked up aa second popper, I noticed hair in the container on the popper. I went to the front desk and the lady that served me didn't say a word just took the container and walked away to the back. She returned empty handed and just stood there looking away from me. The store has a camera to confirm this. I asked her what was going on, she then said she waiting for her manager. A lady came out with the container and said this looks like dust. A piece of course thick hair look very different from dust. She then denied that it was from her staff stating that they wore hair covers yet her staff hair cover were not firmly secured, which I pointed out. She was defensive and refused to refund me saying she wasn't allowed too. She keep the product and my money. I want my money back and does she have the right to do that?
