SAQA wants to make it clear that it is not within its mandate to appoint the PIRB to monitor the standards of the plumbing industry, as claimed by the PIRB on its false premise that it is “duly registered by SAQA in terms of the NQF Act”. SAQA must emphasise that: • the PIRB is a non-statutory professional body and (unlike statutory professional bodies) has no statutory authority to regulate the plumbing trade/occupation; • the PIRB exercises professional authority by virtue of its constitution/founding document which binds its membership only; • membership/registration concerning a non-statutory professional body is voluntary and the PIRB has no authority over non-members; and • recognition by SAQA for purposes of the NQF does not confer any greater authority on PIRB in respect of the plumbing trade/occupation.
