Pinnacle Wheels, Andre Van Deventer, refusing to refund my deposit.

I had the worst experience dealing with Andre Van Deventer and his wife Tanya Van Deventer from Pinnacle Wheels Bloemfontein. I attempted to purchase a second-hand vehicle for a friend, who has a valid driver's license and paid a deposit to them in order to reduce my monthly installments should I be approved. No Offer to Purchase was signed. I was informed more than a month ago that my finance application was declined, which I accepted. Pinnacle Wheels' Tanya Van Deventer (who claims she is an attorney) and the wife of Andre Van Deventer (the owner) was not helpful. Andre Van Deventer then confirmed that my refund was made, in full from their Nedbank Account- this was two weeks ago. Still no refund. He is not taking any phone calls and am I afraid that I might have been the victim of a ****?? My next step is to report Pinnacle Wheels Bloemfontein to the Motor Industry Ombudsman.
