Call Out Fee for Free Online Quote

I completed an online form at Pinaccle Services' website for a "FREE QUOTE", to come to my property and do the quote (as per the form heading) for a garage door that fell down, yet when the person arrived onsite on 6 December 2018 to quote me to repair my garage door, they wanted to start the work and bill me. My fiance stopped them and said we need a written quote. We then received a form (that has Quote and Invoice) on the same page for Quote 2797 and was charged a "Call Out" fee of R375 which I will not pay.

As far as I know its ******** to charge for a call out fee to do a quote. No written quote was left at the property. As this is a insurance claim, there is no way that I will be instructing immediate repairs before the assessor comes out. The insurance also have their own teams that will do emergency repairs.

Its a concern that the business use one form and can toggle between quote and invoice to fit their needs to charge a call out fee if they do not get the job.

A quote is legally required upfront before any work commence as it forms the contract between the supplier and customer. No work can commence without a written quote. You can also not charge a call out fee for a quote and just tick "invoice" to generate an income as you didn't get the job. How many other people fell for this?
