New Seals fitted on garage doors

We had new seals fitted to roll up garage doors. Existing seals were old. When they fitted seals and left I checked to see if garage doors locked. They didnt. They returned and drilled more holes. Since day one dirt been going under seals. They all beveled at bottom. I just hosed path and water going under seals . Not acceptable. Company told me we need weights on each door. We never had before. The job hasnt been done properly. Shocking service.
