Why do you send people who demand money from us...

This is for the 3rd time the pickitup guys ask demand money to take away refuse bags if the bin is full, we are paying for rates and services yet people who are supposed to deliver they fail as I'm going to take all this bags at a corner because they left them again after I refused to give them a R100.<br> <br> So what are we supposed to do if our bins are full? Make it overflow or just use the refuse bags like I did?
