Pickitup not signed new contact for waste removal " North Riding"

Apparently Pick it up has NOT signed new contracts for our area " North Riding" leaving our complex and our area with many full ******* bins outside which is extremely unhygienic. This is a service which we pay for every month ? we now have to pay additional charges for a private company to come take away the trash. I would like a refund for this months rates and taxes. How can we pay for one service twice. Is our council now also joining the many other councils that are bankrupt. On top of all this we have to deal with potholes that don't get get fixed, over flowing manholes spewing raw sewerage into roads, robots that don't work, islands that have not been kept for many months. Why are we paying rates and taxes. When do we get a chance to get a refund for paid services that are non existent ?
