I'm so angry

I live in Soweto and the service my neighbourhood gets from the people the empty our bins every Tuesday is terrible. They first broke the wheel of my bin and didn't say a word. 2 weeks later I got outside to fetch my bin and its got a huge crack on the back...Then today was the 3rd Tuesday that my bin was not emptied out. What do I do? Where should i empty it out? These people have to improve their service
