Bad Service

How can we get a new dustbin? We have lived at our premises since July 2007 and we have never had any dust bin allocated to us despite us paying for the services. We have a reference number which COJ assisted us logging a call but every time we try making a follow up, pikitup phones kept unanswered. Please assist.
