BAD SERVICE AND COLD FOOD

We had a dirty table, the waiter messed beer on our seat & we had to ask someone for a cloth to clean it ourselves. Leon our waiter took 20 mins with our 2 drinks, we asked for a menu after 30mins of sittingthere. Our waiter was just never around, every table around us was looking for a waiter. He brought menus (I asked for the pizza topping list) 10mins later he's back with the list, I was ready to order but 15mins later he took the order, this was the last time we saw him in an hour.. our food took an hour, by the time our food came to our table it was cold & it looked like it was standing for a while the chips & vegetables looked like they stood overnight, the cheese on my pizza was already rubbery. He brought the food and left, not once were we asked if everything was ok, not by our waiter OR a manager! We eventually flagged him down to get our bill, We had to ask a runner to please help us with a take-away box for the ribs.. he came with a paperbag. Our waiter arrived with our bill & a hand wash bowl (for the ribs, which was way too late). When the waiter saw his tip he was not happy & got vocal about it in front of everyone! I refuse to pay a generous tip for horrible service
