Damaged water line by Phoenix Gate&Fencing

Hi, Phoenix gate and fencing (contact number:***) came to erect a fence at my neighbors in Newlands East Durban and their labourers damaged my water connection after the meter which is a owners responsibility, the repairs costed an amount of R950.00 and they only paid an amount of R600.00 and stated that they will claim the remaining balance from their business insurance after their assessor has come out to view the repairs...till today they have not sent an assessor and also have not paid the remaining balance and my water pipe is laying exposed
