Sealed, empty cigarette packet.

I purchase two cartons of the Malboro Red each month at my local grocery store. Besides the fact that at times there aren't any ice*****, I took my last packet of cigarettes from the carton purchased, sealed appropriately, only to find no cigarettes in the pack. I have now lost out, i cant produce a payment as it was purchased weeks ago. I called the quality contact number but no answer.
