Poor Online customer service/ refund

End of June or July I bought a dress on their website my payment was successful, I even received confirmation email. I sent my proof of Payment on their WhatsApp and via email. after two weeks I was told that my dress is out of stock, I need to pick something else, because m not at fault I asked to be refunded, I was even provided with the number of the owner, he's still *********** and do not care about customers never answered my calls and i sent an SMS stating my ordeal and he never bothered to To reply. last week I sow another dress's which i liked and i contacted them and told them instead of a refund they must send me that dress and again i was told the second dress which i picked is finished. their customer service is terrible and the staff is so rude, and no oner is accountable for any info provided.
