Goods received where used goods

I ordered an Oster clipper on line. The goods were delivered and received by my father. When I arrived home I saw that the seal on the box were broken and that the clipper inside was an old used clipper. There is even a number carved on the clipper and dog hair is visible on the electric cord. I purchased and paid for an new clipper not a used second hand clipper.
