Unacceptable work for a COC job

This company was used to do the COC for the house we just bought, we moved in on the 1st of October, and have been getting shocked since then. The company did the COC on the 29th and 30th of September, and have been back a total of 3 times after the initial 3 days for COC work. and have still not resolved this issue. We are extremely disappointed in the lack of care they have put into this situation, we are at risk every time we get shocked, some of our household have underlying conditions. They blamed Municipality for this issue, who came out and worked harder to solve the problem than they did, then it turned out to be a COC responsibility problem after all , yet one of their staff blocked us from contacting him and they just avoid coming out to solve this issue. We have been getting shocked for 2 months, and they just read and ignore, one of their staff has tried hard to solve the problem anyway, but as a whole this is disappointing and unacceptable. This job is supposed to be done to ensure the house is electrically compliant and since they have done it we are getting shocked multiple times a day, across the entire property, showers, basins, toilets cisterns, taps, etc. Definitely not a compliant job.
