Very bad service from Perfect dealz

I bought somethings online in December, it wasn't delivered for more than 3 weeks. I cancelled the order around 26 th December-since it wasn't delivered and I didnt want it anymore. I have phoned more than 3 times and been promised that I will get my refund within an hour without any success
