Why they give back the customer their money back

I bought a mobicel laptop and it went dead when I send to it back they told that I cannot get my money they would give a voucher to buy something else only at Pep Store. I had to buy a cellphone because I had no choice so that I can sell it to get my money and I was scanned by a foreigner that told me he did an EFT.
