We are being forced to buy airtime

We appreciated when Pep stores introduced easy way for use to send money and that R10 they charge wasn't that bad .but what they are emplementing now that you pay R10 and you are forced to buy airtime that's something else,why can't they charge us R20 once or they are partnership with network companies,
