unsatisfied customer

I bought curtains on saturday at the Pep home at southgate mall however when i got home the currtains were short. i currently lost the the slip , howver the curtains are still in packets with tags on i Went to the store and they are refusing to change without slip. i am confused as to why this cannot be exchange when i have proof of purchase and when the tags are still on, assistance is required herein please
