Unhappy NO Customer care

Not happy or impressed with service. On Satureday 7 Octonber I bought a pair of tekkies. On Monday 9 August I wore it for about 2 hours but it hurt my right foot so mich that I couldnt continue wearing it. I managed to take it back on Thursday 12 October but they refused to exhange or refund as I had worn it. I went to another Pep in town on Friday 13th and they advised me that the shop I bought it from must assist as they have a budget for damaged goods. So why won't the Pep store I bought the tekkies at assist if there is this budget? I don't have money to waste and now I can't wear these tekkies and can't buy another pair. What is your policy on this issue. Really not happy as a customer
