Unfair application procedure

I have tried to resubmit my application for an account at pep store and was considered to be unsuccessful based on a record pulled in August. I explained to the contact agent that my credit score has changed from August and gained a good credit record but was advised there is nothing they can do. Why am I blocked to resubmit an application, this in not fair.
