UNACCEPTABLE

Went to purchase an MTN sim card, I was asked for proof of res. last year the NCA reviewed the ACT of producing proof of res for retailers, when opening an accident and purchases. ID's are linked to DOH which banks are using. Can someone explain to me why is it that this shop(specifically)requires proof?
