Sim cards were not RICA'd

I bought three sim cards at a Pep store in Witbank, OK Centre. I produced my I.D and Proof of Residence so that the sim cards could be RICA'd. My documentations were valid and the cashier recorded the information in the system and also took my cellphone number. The purchase of sim cards was made and I went home. When I tried using the sim cards, it reported that the sim cards were not RICA'd at all!!! Really ****es me off to stand in a queue for so long for NOTHING!!!
