Rudeness at Pep Stores

Pep ladies are so so so so rude oh my God, we wanted to buy a phone, but we didn't hv the ID, but produced a South African Passport, we were asked which country are we from? Iyoooo, then they said to us (me n my husband) we need to bring the South African IDs, so my question is, why does the Pep system allow other pple to buy phones using foreign passport but only the South African Passport is not allowed?
