Refusal to exchange without receipt.

Both pep stores at Pretorius and Lillian ngoyi streets in Tshwane CBD refused to exchange my son's school shoes without a receipt, even when the pair looked brand new and have the store's price tag,now I am frustrated as I can't do anything with the pair as it is smaller and eventually I had to buy new pair somewhere else in a correct size.
