Possible **** happening at PEP stores money market

I had sent my younger sister to send money to my younger brother using pep money market and so she did that. She got the slip and sent the voucher details to my younger brother. Minutes after that he goes to withdraw the money at a supported ATM and unfortunately it said the voucher had already been used. It wasn't even 5 minutes after he received the voucher number that he went to the ATM close to him inside the university where is is to get the money. Now my issue is that my sister went back inside the store to report what had happened and they said there's nothing they can do. She called the customer care number to enquire and they confirmed the money had been withdrawn and that they will send details tomorrow. This happened in a PEP store at MPUMALANGA IN NKOMAZI MUNICIPALITY INSIDE TONGA MALL IN TONGA.

I am in serious need of help because this was my last money and my brother needs it to get him through the month. He literally don't have anything to eat as I write this. Please help me.
