pep - wont refund and wont exchange - keywest disgusting service

bought a shirt from them not even a month ago and wanted to return it for something else as it did not fit, i no longer have the slip but the shirt still has the tag on and has not been worn, still in bag as if i just bought it, the manager refuses to replace it for another size or give my money back. against the retail regulators rules. no where can a number be found to complain to and even the one on the slip never gets answered. going to take this to the retail regular not impressed at all.
