Pep wants people to pay more

I went to Pep cell in Westgate Mall around 10am to buy a new SIM card.I had my Identity document and proof of residence and the lady told me the amount is R11.00.I look at the price and it's 99 cents.I then asked the lady why the price is different from what she's saying and she told me that I have to buy airtime or I can't buy the SIM Card.I am furious because I was with my friend when she bought the SIM card at Pep in Carlton and there was no hassle...
