PEP store delivery service

A ID was sent to PEP in the Phumulani mall in Thembisa for my gardener to collect. Apparently it has arrived but could not be located. He has been in a few times to see if they have found it. The last time he went to check they accused him of abuse and had him arrested. Apparently there were other people there with the same problem. Could it be that they are selling them to undocumented people?
