Pep Cell Hartswater and Samsung A23

I'm so disappointed in Samsung and Pep Cell. How do you sell a cell phone without headsets and not tell a customer before they buy? My cousin bought a Samsung A23 at Pep Cell Hartswater yesterday and she was not told it doesn't have headsets. Today when she goes back to the store, they tell her it doesn't go with headsets, yet they never told her before she bought. When she want her money back, they refuse to take their cell phone. Certain things you are supposed to tell customers before they buy so that they know exactly what they are buying. Most phones comes with headsets, even the cheapest phone. So it is surprising to buy a R4000 phone and it doesn't come with headsets.
