PEP and its Customer Care sicken me

On the 15/08/2018 my phone became defective so I decided to buy a new phone at PEP in Aliwal North (Eastern Cape). On the 17/08/2018 I returned the phone for a refund because its speak was faulty but they refuse to refund me instead they said they'll have it repaired. On the 20/08/2018 I e-mailed PEP's Customer Care and I was called by a lady named Mary Ann who promised to solve this matter but didn't. On the 22/08/2018 I called PEP's Customer Care spoke to the same Mary Ann who again promised to solve the matter but didn't. So my question to PEP is, should I go buy myself another phone while I wait for you solve this issue because I'm currently phoneless? My guess is that today or tomorrow Mary Ann will call me, will again promise to solve the matter and again fail.

It seems like PEP is not determined to solve this matter. They've just requested Lucy (the Cashier who sold the phone) to call me and basically inform me that this matter is beyond her authority. Where is Management, why is PEP using Cashiers to execute Management functions? According to Lucy they'll only be able to refund me 35 working days after the phone has been repaired. She doesn't know when the phone will be back from repairs but when I returned the phone to the store for a refund they insisted that they will take the phone in for repairs and stated that it would return after 3 days because they do not refund. I do not want a repaired phone, I want my money back.
