Not allowed to buy shoes for my child

Good day. I am very upset with the service that I recieved this morning at pep. I am aware that during the lockdown that it is allowed to buy winter clothing for my child. My daughter is 18 months old and I wanted to buy her shoes but I got turned away at the door and not allowed inside the shop because she wears a size 5. I feel that this is unacceptable because she has grown out of her shoes and needs new ones. They are very active and cant play outside only with socks on. Why was I not allowed to buy her shoes since it is allowed to buy children clothes up to the age of 36 months.
