No slip no exchange

I bought my niece some takkies as a gift 2 weeks ago and I misplaced the slip only to find out the takkies size 8 is too big i wanted to exchange them to a size 7 the takkies are still brand new not worn still have tags on them, when I went to the store and explained to the security and store manager that I wanted to exchange the takkies to a smaller size they turned me away and said they cant help me its PEP new rules that no returns without a slip, I am unhappy with this incident I have big size takkies at home that are just sitting at home my niece wants to wear them and she cant because they are too big, I have been shopping at Pep stores for a long time which means they are happy receiving my money but when I am not happy with a size and request a right size exchange I am told that the rules are in the back of the slip and the cashier didn't tell me or for that matter PEP could have written a notice for their customers about the new exchange conditions, at this I am not happy and I will stop buying at Pep stores and advice my family and friends not to buy at pep, not a happy customer at this point.
