No Rica after 8 days

My daughters each purchased a Cell C Sim at Pep stores, Oakfields, Benoni on Sunday 4 October and they RICA'd the sim cards at the branch. On Friday 9 October their SIM cards were still not registered on Rica, so I called Pep's customer service line and was assured that they would follow up. To date the cards are still not registered on Rica and cannot be used. This is now 8 days and it is unacceptable. Please sort this out.
