No laybye's allowed but price tags has laybye allowed

I would like to understand why is laybye not allowed at Pepstore Kagiso Mall, Since last year trying to laybye and all I got was no laybye allowed. So today 11 April 2022 I went again at pep store Kagiso Mall to make a laybye for winter clothes, and the cashier just said no laybye allowed, like really? Why don't the store manager put up signs to save customers the heartache of waiting in a long que just to get disappointed ? Please attend to this matter as a customer I'm truly disappointed atleast they should put up posters for customers to know that laybye is not allowed. Again the cashier didn't have any explanation to why laybye is not allowed.
