No lay-by s at PEP

I was in pep at Central park bloemfontein and I wanted to laybye shoes and I was told I was not allowed to because they can't be bothered to look for one items in storage.i asked if there wasn't a packing system and they said it's a hassle for them and rather have items more than one . It was strange because I went to another pep store and they didn't have that rule
