no exchange or refund

Bought a new netsurfer tablet and wanted to swop it within 7 days due to it been very slow.Went to store and the lady was very rude and didnt want to return it. I bought a mobicel cellphone from Alberton city and within a week it started to freeze went to store returned it and took another phone with a cash difference so how can 1 store policy be different from another.With the new consumer protection act a customer as up to 6 months to return an item for replacement or cash refund.If you are not happy with a product the store should refund your money. I want my money back now...
