MISLEADING SALE OF MOBILE PHONE

Recently bought an Itel cellphone at PEP Goldman Street. Upon testing out the phone, I could literally not do anything on it because it was so slow and outdated. It took me about 2 minutes to wait for settings to open up and when it eventually gets there, the phone freezes up. You cannot update anything, you cannot make a call, you cannot message. I tried to get a refund or an exchange of the phone but they refused to even help me. I don't think shops are allowed to sell phones that's functionality is so poor.
